Head of Special Projects

Hours: 37.5 hours per week, Monday to Friday

Job Purpose

+ As part of the Senior Management Team contribute to the general management development
and review of the Company in terms of services provided and staff, in accordance with the
company’s vision and values, quality policy, standard operating procedures and CICAIR/BSR
codes of practice and other guidance.

+ To ensure the Special Projects Team is managed effectively to deliver company objectives and

+ Under the line management of one of the Leadership Team, the post holder will be
responsible for ensuring that proposals submitted under the Building Regulations and work
carried out on site comply with the current legislation, guidance and codes of practice.

+ The post holder will be responsible for managing a diverse caseload including non-domestic
complex projects as defined in the company’s competency framework, to ensure the delivery
of an effective, efficient and client friendly service which promotes the quality of the built
environment. The proposed project workload will be limited to allow for management and
support of the Special Projects Team.

+ To maintain and improve Cook Brown`s market share and encourage external customers to
use the service provided by Cook Brown in preference to other sector providers.

+ To report to the Leadership Team on financial performance and compliance with our
responsibilities as an Approved Inspector / Registered Building Control Approver.

Main Duties

+ With the SMT and Leadership Team, participate in the formulation and review of detailed
strategic objectives and policies for the business.

+ Assist the SMT and Leadership Team in the maintenance of a Quality assurance scheme for
the business.

+ Ensure the effective and efficient implementation of Cook Brown policies and the
achievement of the business objectives, including financial targets and complying with the
latest Operational Standards Rules.

+ Provide leadership, direction and monitoring of the Special Projects Team.

+ To ensure that the Team are responsive to customers’ needs and that equal opportunity and
health and safety issues are identified and addressed effectively.

+ To ensure effective communication with all staff, business users, customers, dutyholders,
consultants and statutory consultees.

+ Assist in delivering the Cook Brown training and development programme and competency
assessments within the Team.

+ Determine the relative compatibility of casework and ensure appropriate allocation of work
to team members in accordance with the Cook Brown’s Peer Review system and Key
Performance Indicators.

+ To interpret the Building Regulations consistently and with the appropriate degree of
flexibility to ensure that all the technical requirements are met in terms of Structure, Fire
Safety, Thermal Insulation, Access etc for submitted applications. This will include the
negotiation and agreement of modifications to schemes to achieve compliance. You will
principally be expected to deal with complex projects.

+ To undertake detailed site inspections as required to ensure that the construction works
likely achieve compliance with the required standards. At this level of experience, you will be
expected to be capable in dealing with complex projects with no supervision.

+ Prepare fee quotes for complex projects.

+ To attend design team meetings on complex projects.

+ Manage your own caseload of complex projects, ensuring that the increasingly challenging
performance targets in respect of turnaround times of applications, decisions issued, site
inspections, quality etc are met.

+ To assist with the resolution of complaints to the Company regarding technical issues or any
other potential failures in the provision of our services.

+ Provide high level support to the Principal/Senior Surveyors in managing the surveying

+ To participate in initiatives to market and develop the service in a fully commercial and
competitive arena. To actively market the business and identify new customers and new
services to improve market share of the company. This will include identifying new potential
clients and meeting with them to provide marketing presentations or CPD events.

+ To have overall responsibility within the Special Projects Team for financial objectives, as
well as the successful implementation of the current Business Plan.

+ To identify trends in financial performance and general workload for the Team, with a view
to provide or revise an annual Team Business Plan.

+ To report monthly to the Leadership Team on Team financial performance, compliance with
the latest Building Control Performance Standards/OSRs, and any other headings that will
ensure the continuing growth of the Company and conformity with our Approved
Inspector/RBCA responsibilities.

Job Context

Cook Brown Building Control Services provide an Approved Inspector service with the aim of providing
a high-quality service to ensure a healthy and safe environment whilst working with clients and duty
holders throughout the construction process. It is set up as a commercial business to deliver a quality
based Building Control Service to clients in a competitive arena.
The Service is divided into several technical teams, each responsible for a geographical area – Barnsley,
Birmingham, Bristol, Tewkesbury, Swansea, Plymouth and London, together with a centralised
administration support team based in Portishead.

Supervision and Work Planning

The post holder will report to the Leadership Team and will be expected to plan their own
work/caseload (including the allocation of work to other surveyors and external consultants) and work
under their own initiative on a day-to-day basis. The Leadership Team Line Manager will hold regular
progress meetings and annual PDPRs with the post holder to set and discuss training requirements
and performance targets.

Problems and Decisions

+ The post-holder will have a role in ensuring the health and safety of people using buildings
and will impact on the quality of the built environment.

+ Being a customer facing business, the post holder will have direct contact with the service
users and as such will help market and promote the service.

+ The post-holder will be required to work under their own initiative to solve day-to-day work

+ You will be responsible for developing a Team Business Plan and demonstrate how this can be


+ Cook Brown’s SMT to ensure the effective delivery of the service.

+ Customers and dutyholders (i.e. Builders/Architects/Agents / Developers/Clients) – to
market, promote and deliver the service in a competitive arena.

+ All technical staff within the Company – to achieve a multi-disciplinary approach to the
construction process.

+ External Consultants, Statutory undertakers, consultees, Fire Officer, Sewerage Undertakers,
etc. – to deliver the service.

Knowledge, Experience and Training

+ A relevant degree or HBTEC/HNC in Building Surveying.

+ Membership of a professional body i.e. RICS, ABE with at least 5 years post qualification

+ Working towards attaining Relevant competency certification (CABE; BCCA or BSCF) leading
towards BSR registration (ideally to Level 4+3 A-F or A-H).

+ Significant proven experience at senior management level in a building control practice is

+ Extensive knowledge of the relevant legislation and regulatory framework for the provision
of the building control function and the commercial dimensions.

+ Excellent project management skills and able to quickly and efficiently prioritise workloads.

+ Comprehensive knowledge of fire safety legislation and guidance.

+ Comprehensive understanding of key commercial business issues and the ability to apply
them to achieve positive results.

+ Knowledge of quality assurance and its application to building control.

+ High level of communication and presentation skills.

+ Openness, dependability, self-reliance and adaptability.

+ Awareness and understanding of RBCA and RBI responsibilities.

+ Considerable experience working in the construction industry.

+ Comprehensive understanding of the financial and commercial aspects of Building
Regulations work and its impact on the business.

+ Maintain relevant CPD in accordance with Cook Brown’s and professional body’s minimum

Physical Effort and/or Strain

Normal office environment, together with site visits to active building sites.

Working Environment

Normal office environment. Potential to work from home if required together with site visits to active
building sites.
